That photo is in one of the fishermen's mutual aid association meeting place cum mahjong parlours.
Hereabouts, the same sort of photos -- past chairmen, men only -- also grace the walls of local clan/neighbourgood offices as well as the government rural committee office. Plus, of course, such b&w, head and shoulders feature at funerals and on gravestones.
I guess they take the photo when the chairman assumes his post and keep it in the filing cabinet until he croaks . . . yes?

The fellow in the main photo on the wall looks like my father-in-law in his days as chairman of his Mutual Aid Committee.
